On the other hand, our state Attorney General, although not the final arbiter on the issue, has set forth an plan that this clause is contrary to Pennsylvania law on this issue and that wage garnishment are not permissible. A final decision needs to be rendered on this recurring subject.
Unfortunately, the fact that wage garnishments cannot occur in Pa does not stop unethical debt collectors from making such a threat. That is the basis for the telephone calls to my office. Joe Debtor has defaulted on a reputation card account. His inventory gets transferred to a range agency. The range agency then calls Joe and demands payment. When he advises that he cannot afford to pay, the range agency threatens a wage garnishment. There are two problems with such a threat. If this happens to you, you will have the right to file a lawsuit against the range agency for monetary damages.
There are a few scenarios where wage garnishment is legal in Pennsylvania. These are very microscopic in scope and are as follows:
1) for judgments concerning spousal or child support;
2) for failure to pay Pheaa learner loans;
3) for room and board for 4 weeks or less;
4) for back rent on a residential lease; and
5) for obligations relating to a final disjunction distribution.

I've also ignored television series, such as The Magician (Bill Bixby trained by Mark Wilson), Jonathan Creek, the quirky 1970's Tv series Ace of Wands as well as exact Colombo, Midsummer Murders, One Foot in the Grave episodes that were based nearby magic and magicians.
So this brings us to a quick round-up of some of the best of the magician-in-the-movies films I am aware of. Beginning with those just outside the Top Ten - not because of any lack of quality, just because they are a tiny peripheral to the main list.
Passport to Pimlico (1949) directed by Henry Cornelius and featuring great performances from Stanley Holloway and Margaret Rutherford. This great Ealing comedy contains a sequence on the tube train where magician of the day The Great Masoni, drops his case allowing his doves to fly adding to the surreal nature of the comic moment.
Dead of Night (1945) directed by Alberto Cavancanti is a superb Ealing portmanteau nightmare movie which contained a series of stories about a dream told by a guest arriving at remote farmhouse. The film is said to have influenced cosmologists Hoyle, Gold and Bondi to create the 'steady state theory'. They were inspired by the circular nature of the films narrative. Any way the movie contains a story about a ventriloquist and a less than charming dummy. Ventriloquism is connected to the magical arts, hence its inclusion here. The story is the forerunner of one that is unquestionably in the list, Magic, starring Anthony Hopkins.
Thirty Nine Steps (1939) directed by Alfred Hitchcock. The former and perhaps greatest version of this film the climax of which is takes place as in a theatre where a 'memory man' is performing. The Memory Act can be thought about as a subset of the magical art of Mentalism. The great magician Harry Lorraine is world illustrious not only for his 'magic' act but also for his offering to the training and development of the human memory.
The Raven (1963) directed by Roger Corman sees the great Vincent Price, Peter Lorre and Boris Karloff as medieval magicians complex a magical duel. This fun, camp and colourful movie loosely based on the Edgar Allen Poe poem The Raven, is not the greatest example of the Corman-Price collection, but is great fun.
Night of the Demon (1957) Jaques Tourneur. This great movie is an adaptation of M R James' story "Casting the Runes". Starring Dana Andrews as a sceptical psychologist 'cursed' by the Faustian seeing magician and 'cult' leader Julian Karswell (Nial MacGinnis). In one sequence Karswell dressed as Dr Bobo performs magic at a children's party. The conversation which then ensues in the middle of the psychologist and the magician holds within it a host of operation frames and ideas for budding bizarrists out there!. Tourneur apparently never wanted the audience to 'see' the demon. I many ways I wish he had had his way. The film would be even creepier and scarier if the terror was left to the imagination - again bizarre magicians take note!
The Magician (1958) directed by Ingmar Bergman. The only hypothesize that film is outside the top ten is because of the possibility of being thought about as being 'pretentious' if it is located where I think it belongs - in the top 5 at least! Max von Sydow plays a travelling magician and 'magnetic-healer' (harkening back to the days of Mesmer) caught up in a tale about prejudice, honesty, the class theory and..... Well the whole thing is multilayered. Sydow is brilliant, he rarely speaks, and Bergman's visuals are great. The film has been called a 'thinking mans nightmare movie/. It is creepy surreal and brilliantly acted and directed.
The Great Buck Howard (2008) directed by Sean McGinly is built nearby John Malkovich's character who is in turn based upon the mentalist Kreskin.
Next (2007) directed by Lee Tamahori sees Nicholas Cage as a man who can see a few minutes into the time to come and disguises his gift by working as a lounge magician. Cage is seen as someone else kind of 'magician' in the fantasy movie The Sorcerers Apprentice (2010 directed by Jon Turtletaub) which makes direct references to the Disney Sorcerers Apprentice in Fantasia.
Magic Man (2010) directed by Roscoe Lever stars Billy Zane who plays Darius, the Magic Man of the title. Billed as a thriller, this movie hasn't received the best of reviews. As I've not seen it yet I can't annotation - but maybe a time to come characterize of this list may see it included.
So onto the Top Ten
10. Excelsior Prince of Magicians 1901 directed by Georges Melies. This pioneer of film development was a magician before turning his hand to cine-magic. He produced many short films of which this is only one, but many of which featured movie versions of stage tricks that magicians would love to be able to unquestionably do. He was one of the first film makers to highlight stop frame, time lapse and multiple exposures. He also hand painted many of the black and white films he shot. A true innovator.
9. The Grim Game 1919 directed by Irvin Wilat. Not the greatest of movies to watch, but from a magician's point of view a must. It featured Harry Houdini in the title role showcasing his feats of escapology. Houdini, not only a great magician but a great entrepreneur embraced early cinema but to be quite honest he made tiny lasting offering to cinematic art. In some ways, perhaps, Melies earlier 'trick photography' lessened some of the dramatic impact Houdini's live performances will have had.
8. Lord of Illusions (1995) directed by Clive Barker and based on his novel of the same name. This film is illustrious for its magical references. Not only does the 'evil' lead character Nix have supernatural powers, but his disciples have them. One of his disciples, Swann, after Nix's early demise (prior to his later resurrection) uses his magical powers to become a favorite illusionist. The staged magic sequences are well done, there is a cameo appearance by the great Billy McCombe and the Magic Castle is represented as a place of secrets. The basic view that 'magic is a perilous reality' is a great theme for the Bizarre Magicians out there.
7. Cast a Deadly Spell (1991) directed by Martin Cambell, sees Detective, Harry Philip Lovecraft (played by Fred Ward) living in a 1940's Los Angeles where magic is tasteless place. He is recruited by a rich man to find a lost book - yeap, you've got it... The Necronomicon! It's unquestionably a Bogart-esque film-noire with a magical flavour, of procedure by definition then there are magicians. It's witty, fun and full of Lovecraftian references. Unfortunately at the time of writing it, unlike its less sharp sequel (Witch Hunt) is not available for buy on Dvd.
Witch Hunt (1994) directed Paul Schrader. A sequel to Cast a Deadly Spell in which detective, H. Phillip Lovecraft played by Dennis Hopper combats the evils and corruption of a magic wielding senator. As a sequel not shoddy, but perhaps not quite as fun as the first movie.
6. The Great Kandinski (1995) directed by Terry Windsor. This 'made for Tv' movie must be included in this list, not only for its charm and humour, but for its sensitivities. Richard Harris (whose work is admirable) plays a retired escapologist living in a nursing home. The story revolves nearby Kandiski's desire to 'chase one more secret' and do one 'final show'. The fly featured is Houdini's Water Torture cell, which is a testament to the iconic nature of that one illusion.
5. nightmare Alley (1947) directed by Edmund Goulding. An impressive movie and perhaps one of the all time greatest examples of film noire. Tyrone Power plays a 'psychic con man' Stanton Carlyle whose trail of deceit and self deceit take from rags to riches to rags. Of procedure the magicians out there will immediately see a link to a performer who used to go out under the name Rinaldo, but was great known expertly and now to mentalists' world wide as Stanton Carlisle. The movie Death Defying Acts (2007) directed by Gillian Armstrong focuses on Houdini's documented interest in mediums and psychics and he is unquestionably the car through which someone else story can be told.
2. Magic (1978) directed by Richard Attenborough and staring Anthony Hopkins. In the film Hopkins' character starts out as a magician, but sees success as a ventriloquist. The movie charts the fall into insanity as the association Hopkins has with his dummy 'Fats'. It's a excellent movie with some of the creepier overtones being softened by, what some claim to be, slower sequences of sentimentality.
1. The Illusionist (2006) directed by Neil Burger and staring Ed Norton. The pace and the feel of this film is wonderful. It is a love story with some great performances from a superb cast. The magical advice came from Ricky Jay and Michael Webber. Norton as Eisenhiem is the ideal stage magician. The cinematography is brilliant, the plot nicely complex and with, perhaps a few surprises.
1. The credit (2006) directed by Christopher Nolan. Whilst The Illusionist is sumptuous and intriguing and at its core 'hopeful' and 'romantic', The credit is darker and deals with revenge, envy and competitiveness. Great performances from Hugh Jackman and Christian Bale as the feuding magicians each with a 'secret' and a report that is non-linear make the film intriguing and well worth the tiny effort you need to keep up with the tangled web of intrigue. The 'prestige', the finale of the film, contains revelations that may surprise. intriguing scripting brings the emotional tension to life and the rich magical references (Chung Ling Soo, The Bullet Catch, The Water Torture) make this film a must for magicians. Ricky Jay appears as an established stage performer and Michael Caine is great as the illusion constructor - although I would never ask him to build me a vanishing bird cage!
I unquestionably can't detach these two films in terms of quality of acting, direction and story so they share first place billing with the less serious....
Magicians (2007) unquestionably deserves a Gold Star in this list. Directed by Andrew O Connor and with script written in collaboration with David Britland, Andy Nyman and Anthony Owen and others this is a magical tour de force. Opting for a comic look at the world of the conjuror, Magicians, sees Mitchell and Webb rattle through some great one-liners; pay homage to some key magicians and have a real knock at some of the oddness that is part and parcel of the magic scene. Danny Boyle's film opened with an eerie and inspired scene promising something new - a loner in hospital scrubs, walking the empty streets of a wrecked and deserted London. There's something great in the image of a deserted city. The film ended with zombies who could have been you, or me, or your loved one - normal people but diseased - and fast. So terrifyingly fast. By updating the zombie format, this British monster film focused on what people are undoubtedly scared of nowadays - disease, chaos, poverty and the unknown. And zombies who could outrun you. Suddenly the world woke up and realised there was more than one way to cope the zombie genre. After the success of 28 Days Later the zombie films followed thick and fast.
Dog Soldiers - 2002
Why should zombies get all the attention? Aren't werewolves fun too? Neil Marshall threw us a bone with this low-budget but fantastic-looking werewolf bad dream movie set in the beautiful wilds of Scotland. Wait, you didn't know it was about werewolves? Forgive the spoiler - but the film was made eight years ago. To be fair, the film finishes with a yummy werewolf-related plot twist for those that don't yet know. What undoubtedly made this film was the fantastic, gritty humour and interplay between the grizzled soldiers sent to investigate the disturbance, and the film was also helped by the moodily-shot atmosphere. A must for bad dream and performance lovers - but one to avoid if you're not a fan of gore, any way tasteful and carefully the gore might be.
Shaun of the Dead - 2004
And here we have it... The zom-rom-com! A true love letter to Romero's Dawn of the Dead, with abundance of film nerd in-jokes. Shaun of the Dead made an international star of everyone's favourite ginger, Simon Pegg (Star Trek, Run Fat Boy Run). This film was witty, clever, charming, ridiculous... all a zombie film has no right to be. Its bravery and humour made it a box office hit on both sides of the pond. A choice movie for whatever who likes zombies, romance, or comedy - and still a pretty safe bet for whatever who hates all the above. The extreme in cross-genre success.
Children of Men - 2006
Children of Men. Was it sci-fi? Was it a drama? A thriller? An performance movie? It was all of these things and none. Sci-fi haters carefully it a beautiful and memorable film. performance movie lovers were thrilled by the great dust and rumble of the battle scenes. Everyone was moved by Michael Caine as a revolutionary old hippy, and the powerfully-handled concept of a pregnant woman in a near-future where fascists fight revolutionaries, refugee concentration camps abound and children are no more. Once again, the cinematography shone straight through to depict a beautiful, desolate rural England and a society torn apart by poverty and apocalyptic disease.
Casino Royale - 2006
It would be hard to list the top ten British movies of the last decade without namechecking Casino Royale - an entirely new cinematic makeover for England's favourite son, James Bond. Daniel Craig was an inspired choice - brutish, surly, violent and... Blonde. And even naked on occasion. A world away from the suave James Bonds of the past, and more in keeping with the expectations of performance movie goers of today. And what was more - M was a woman! Good heavens! whatever next? Audiences flocked to see this revamped creation. Sadly, it currently looks like the James Bond franchise is winding down...

But when the whole school joins in, and when the children start doing their own stunts, from kissing to explosions, this turns into a coming-of-age movie as iconic and superior and adult-friendly as Stand By Me, with a peculiarly bittersweet British slant.

Danny Boyle is the darling of British cinema, constantly changing genres and looking new slants on old ideas which continue to satisfy an audience that demands so much more nowadays from its popcorn blockbuster movies. By 2008, Danny Boyle had a few worldwide film successes under his belt. There was Trainspotting, the black comedy where Ewan McGregor (Star Wars) made his name. There was also Sunshine, one of the few Danny Boyle films not to be carefully as a top 10 best British film - an perfect but flawed atmospheric sci-fi thriller about some astronauts flying their ship into a dying sun to save the Earth.
In a total break from genre, Danny Boyle's next film, the Oscar-winning Slumdog Millionaire, took the world by storm. It's a rags to riches story of an 18 year old orphan on the slum streets of Mumbai, India, whose life is so peculiar that it miraculously provides him with the answers to the questions on the Tv quiz "Who wants to be a Millionaire?" and earns him a fortune - and the attentions of the police. On paper, you might think this is a 'homework' movie - a movie you know you should see but feel is too earnest to be truly enjoyable. Cast your doubts aside. Feel-good without being sugar sweet, Slumdog Millionaire changed the lives of its actors (the young female lead was taken out of a Mumbai slum and given a wage, fame and an schooling to co-star). It will also probably convert your perception of fate, poverty, slums, India and Tv quiz shows.
Moon - 2009
Move over, Danny Boyle - isn't it time other British director got a crack at the whip? Moon is the debut movie by Duncan Jones - and it's won a Bafta, other 17 film awards and countless nominations. Moon is the story of lone blue-collar astronaut Sam Bell who is struggling to stay sane as he reaches the end of his three year shift, desperate to return home to Earth, his wife and his daughter. As the movie tagline says, "250,000 miles from home, the hardest thing to face...is yourself". Moon is full of plot surprises, sterile moon beauty, impossibly fine acting from the leads (including Kevin Spacey as the computer), with a soundtrack to die for. Moon's not just a sci-fi film - it's a film about what it means to be human. And yes, it has some good gags in it. Nothing will put in order you for Moon... Except, possibly, 2001:A Space Odyssey. A must-see.
Sherlock Holmes - 2009
Sherlock Holmes is the latest offering from director Guy Ritchie, the ex Mrs. Madonna. Ritchie established himself as world-class with earlier successes like Lock, Stock and Two Smoking Barrels (a love letter to the gangster caper, updated to a British East End setting for a contemporary audience).
A comedy performance movie, Sherlock Holmes proves that when he's on form and not indulging himself, Guy Ritchie can produce the perfect performance movie. The film benefits from inspired casting: Downey Jnr (Sherlock Holmes) and Jude Law (Doctor Watson) revisit and revamp the dynamics between the much-loved duo and are clearly having fun; in interviews the actors say they did undoubtedly have a bromance, so well did they gel together as co-leads. Guy Ritchie's directorial quirks are put to fine use in the film, with jump-cuts and camera trickery adding to the meat of the plot rather than spoiling it. Lastly, the big budget is done justice with some great cinematography - if you want to see a thriving, foggy Victorian London and have no time machine, watching Sherlock Holmes is the best way to do it. One of the most enjoyable examples of a popcorn movie this decade.
Harry Brown - 2009
Director Daniel Barber is a relative newcomer on the British film scene. He's looked at the great American movies and dramas surface the grimy side of life (like the Wire) and concept - how can this be updated, to offer the same action, the same drama, the same thrill, the same grandness of scale - but from a uniquely British perspective?
Cue Harry Brown. What does the British communal currently fear most? Chavs, probably - a derogatory name given to a poor and violent youth subculture. Harry Brown is a chav revenge fantasy - the story of an old war veteran on a British slum estate who sees the communal destruction brought about to his society by chavs and decides to take matters into his own hands. British National Treasure Michael Caine takes the starring role and is a joy to watch as an old age pensioner who refuses to back down.
Most of these films received worldwide critical acclaim and packed cinema seats over the globe. You may have missed some of them the first time round - now's the chance to take a chance the next time you hire out a Blu-Ray or Dvd.
